Basic XPH Question

I recall this being hashed over some time ago but then we dropped Psionics before I discovered the answer, so I appologise for the lamery of the question.

When augmenting a power with multiple augmentation options certain powers expressly state that certain affects occur along with others. The example in my head ups the DC automatically as you pay so that you can affect dragons (IIRC).

Other powers use language that imply that a secondary affect occurs while paying for another, but it is not so clear. As this is a rather important balancing factor, what are the guidelines to figuring this out?

It's explicitly specified (or it should be!) For instance, look at the augmentation for Psionic Dominate:

You can augment this power in one or more of the following ways.

1. If you spend 2 additional power points, this power can also affect an animal, fey, giant, magical beast, or monstrous humanoid.
2. If you spend 4 additional power points, this power can also affect an aberration, dragon, elemental, or outsider in addition to the creature types mentioned above.
3. For every 2 additional power points you spend, this power can affect an additional target. Any additional target cannot be more than 15 feet from another target of the power.
4. If you spend 1 additional power point, this power’s duration is 1 hour rather than concentration. If you spend 2 additional power points, this power’s duration is 1 day rather than concentration. If you spend 4 additional power points, this power’s duration is 1 day per manifester level rather than concentration.

In addition, for every 2 additional power points you spend to achieve any of these effects, this power’s save DC increases by 1.

Excellent. It was the augmentations like #3 that tied me up. While most say 'If' which is fairly clear that it is a consequence of choosing to spend the points, a few say 'For' which indicated (to me at least) that it was consequence of spending the points at all.
