It's all about the water. Agriculture, business and civilized life as we know it in the westen US is based on control of water. California has been able to secure more than its fair share of colorado basin resources by virtue of legacy aportionments from when the resources were first divided up, reinforced by later-day political clout in Washington. But all that presuposes the water is controled by a federal power. In the sort of "fractured US" scenario you propose California would either have to become the imperial military ruler of the western US or else become part of a borad power-sharing alliance (probably contibuting food and high-tech toys in exchange for a free flow of water and electricity). Dont forget the electricity either, all those dams produce power as well as control water. Anybody who lived in CA durring the Gray Davis blackouts can tell you how much it sucks to have the our power cut off by outside states (which is basically exactly what happened durring the days of "rolling blackouts").


Yeah, I've thought about this before :p

Here's a Tentative Division of territory and the names of the new State-nations:

The People’s Republic of Texas: Comprises the states of Louisiana, New Mexico, Oklahoma (and Texas, obviously).
The Reformed United States: Comprises the states of Colorado, Nebraska, Kansas, Iowa, Wisconsin, Minnesota, North and South Dakota, Montana, Wyoming and Utah.
The Confederate States Comprises Tennesee, Alabama, Mississippi, Georgia, Florida, South Carolina and North Carolina
The Northwest Coaliton, Comprised Idaho, Oregon and Washington
The Socal Combine Comprises all of California South of Los Angeles
The Norcal Free Territories. All of California North of L.A
The Old United States: Comprises Indiana Michigan, Ohio, Virginia, West Virgina, Maryland, Delaware, Hawaii, New York, Maine, Connecticut, New Jersey, Rhode Island, Pennsylvania, Vermont, Massachusetts, New Hampshire.
Contested States: The following states are currently contested by various nation-states; Alaska, Arizona, Arkansas, Nevada, Missouri, Kentucky, and Illinois.
 



You could always have the Mexican annexation of New Mexico, Arizona and parts of Texas. Or a hispanic popular uprising in those same states ala the 19th century Texas uprising against the Mexicans.

I'm leaning towards having something like that develop as Mexico seeks to take advantage of the chaos in the U.S and take back some of the territory that historically was theirs.

This reminds me alot of Shadowrun though, specifically the formation of the Aztlan nation, so I'm not positive yet.

If immigration was still an issue, I don't think everybody of Mexican decent in the South West would want Mexico to start annexing parts of the former United States. If anything I would expect the region to be extremely unstable due to the number of factions that would arise: "American" Loyalists, Separatists, Pro-Communist Mexicans, Anti-Communist Mexicans, etc.

I'd like to add that Nevada would be an interesting place to be. If Area 51 and Groom lake holds alien technology it could become a major point of contention and many nations would want to obtain access to that technology if anything California and the Reformed United States would be fighting over that state. If anything, I think that Nevada might try to align itself with Southern California as a result of Los Vegas's historic ties to Hollywood and Los Angeles.
 

I would also like to add that California would be extremely chaotic and that central California would be a major battleground where the Northern Californian and Southern Californian armies would battle. This is because Los Angeles receives a great deal of its water from there (as well as the Colorado river) and due to the region's farming industry.

Los Angeles and San Diego would often butt heads since both cities would see themselves as the rightful leader of Southern California. Orange County's Vietnamese population and its white republican majority would fight tooth an nail to prevent pro-communist Latinos and ther region's leftist minority from letting mexico from gaining control of this region.

I'm not positive yet how much of an issue immigration is going to be in 2021. The adoption of communism by latin america brings a measure of economic stability to that region, providing jobs, health care, etc to people who historically haven't had a government capable of providing for (or even concerned about) the welfare of it's people. In such a scenario, I don't see people needing or even wanting to immigrate north (legally or Illegally) if they can take care of their personal needs and those of their families in their own nation.

That said, I agree about the number of factions you suggest. Latin Americans already living in the US at the time of the civil war would naturally become splintered by their own viewpoints on the war. Additionally, who's to say Communist Latin America doesn't send insurgents under the guise of migrant works North to further destabilize the region, possibly in preparation for annexation?

I think Nevada is definitely going to be a hot spot in the war. First off, there's money there, lot's of it. (gotta love Casinos) Any new government is going to want a piece of those revenues. There's Hoover Dam, that lake in Northern Nevada/California (GAH! the name's on the tip of my toungue!)and as you mentioned, area 51 and Groom Lake.

There's definitely going to be alot of possibilities for adventure in a contested Nevada.
