I tried out an empowered bear's heart yesterday on my 21st level party (fairly iconic - wizard, cleric, arcane trickster, fighter), and although it was good, it didn't seem overpowered at all. I rolled (after empower) 78 temporary hitpoints. Good, but not ridiculous. I generally take that much damage every round. The only thing that makes that spell worth it, in my opinion, is that it hits multiple people. Otherwise, it's crap. Most people already have enhancement bonuses to strength. Granted, when you're 7th level, it's pretty damn good, because chances are, not everyone has +4 strength items, but after about 10th or so level, every melee guy worth his salt has at least a +4 strength item. I mean, they're only 16k. And that leaves just the temporary hitpoints. 10d4 hitpoints at 10th level means 25 per guy. That's like a cure serious wounds on everyone. Big deal.
