Best Archer?

It's called Warlock. With Eldritch Spear, you can attack at 250 feet with no rang penalty, as a *touch* attack (with medium BAB to boot), and deal from 1d6 (1st level) all the way up to 10d6 (19th level, iirc), no save, which bypasses all types of DR. At higher levels, you can also bypass SR (by applying Vitriolic Blast to your Eldricth Blast).

Then a feat from Complete Adventure that lets you ranger/scout levels stack for Skirmish/Favored enemy and allows you to deal skirmish damage to your favored enemies even if they are noramlly immune.

So I'd say Ranger2/Scout18 or Scout 4/ranger16 is it best Archer, depending on if you want a bunch of abillities or some spells.
If you have enough feats, add Swift Ambusher with rogue levels: Less BAB, same skirmish damage and with Greater Manyshot the whole damage on each arrow to undead, constructs, whatever you want...
 


I've always been a fighter honestly. You get more health and lots of feats. Though OotBI is good. For a archer concept point of view ranger/fighter is usually what I go for though, it feels strange to have an archer in plate.

Clearly the best archer is a red dragon. Attack all targets in a 50'+ cone, d12 HD, all good saves, good BAB, 8 skill points per level. Those dragons are so munchkin.

Another vote for OotBI. The second level ability to shoot from adjacent squares is HOT. You still don't threatan and can't take AoOs, but I'll dip into this PrC for any archer I make.

I do no think that word means what you think it does.

Perhaps you mean the ability to not draw an AoO while shooting a bow within a threatened area? Unfortunately it is about the only useful ability from the class and it's topped by Arrow Mind, which enables you to threaten your standard area (5' for normal, but would increase if the character is larger), so that not only do you not draw AoOs, but you can take them as well.
