City State of the Invincible Overlord from Judges Guild, or Lankhmar (1st edition) from TSR - both capture the "lawless, overcrowded" metropolis well. CSIO may be better suited for regular D&D campaigns, but Lankhmar is up there as well.
 


City State of the Invincible Overlord, hands down.

CSIO was the first fantasy city ever published back in the 70's, and is still today better than most other published cities. Though Lankhmar and Thieve's World's Scantuary are close seconds.

You can find lots of copies of CSIO, both unused and used, for around 15$ online. The maps alone are awesome. Plus Necromancer Games is coming out with a new release (expanded and updated to D20) of the CSIO in Q1 04.

There are also a number of smaller city books from Mongoose that are rather good for building on.
 

Regarding Genavue, Ed Greenwood is co-authoring anohter KoK city book coming out next year.

I don't have it but Streets of Silver has got a lot of praise.

For underdark cities, I liked the old Menzoberanzon set.

One 2e set that consistantly get horrible reviews, but I'd actually like to get was the 2e City of Greyhawk set.
