Best City books?

Well, my collection ony includes 3e stuff, but of that, I'd say Bluffside is the best for sheer imaginative beauty. Geanavue has higher production values, but would be a bit of work to remove from Kalamar. Freeport is also a physically gorgeous book, and the city is way cool. I like Splintered Peace as well, though the details involve mature themes so it might not be for everyone (by mature, I don't mean Junior High tittilation, but themes that I wouldn't be willing to DM with any players other than serious adults, eg. racism).

Chaosium's Lovecraft Country series, detailing several cities such as Arkham, Innsmouth for Call of Cthulhu is probably the best effort as long as cities go in rpgs. Regarding fantasy, TSR done two very good supplements, Lankhmar for AD&D 1st edition, and Greyhawk for AD&D 2nd edition. I haven't found any d20 city product that captured my imagination so far, although Green Ronin's Freeport may do it (if I manage to finish reading it).
 


Bluffside has great flavor, great detail, and great adaptability.

Streets of Silver has as much detail as Bluffside, and better presentation, but perhaps isn't quite as adaptable. I recommend it nonetheless if you want a venice-style port city.

Freeport is great if you want a gritty Port Royal style port city with two scoops of political intrigue thrown in.

Ditto for Freeport. Their support via the web and products for this setting has been great. I think they have a new module for the Freeport setting coming out early next year.
