Best non-minitaures based fantasy RPG

Mainly for miniatureless 3E, you just have to remember who's in a position to flank and if anyone's trying to run away/past an opponent. If someone's in melee with an opponent, it just takes a step to get into flanking. If someome doesn't have tumble and tries to run away from combat without withdrawing ( and thus giving up their attack), they open themselves up to enemy attack (AoO).

Its remarkably similar to 1E and 2E; the minis just put more emphasis on actual positioning instead of relative positioning (whether you wish to call it 'eyeballing it' or fiat).

ICE's HARP (High Adventure Roleplaying) doesn't need minis. Nor does Rolemaster.

It's a work in progress, but Dungeon World might be a good fit. At this point it's more of a hack for Apocalypse World, but it's mini-less, deliberately emulates D&D, and has some story elements that might appeal to White Wolf players.
