I've five arms, six legs and a war face
Teeth inside, outside my head and a peace face
Thousands of eyes and ears and a justice face
A face for every occasion and another face

The Government?

I don't know I think that rather than the government it could be the actual ruler. That would seem to fit the stuff about 'six legs' (a person on a throne).
I don't know if that is right though as that answer doesn't seem to specifically fit the riddle, there are many other things that could be the answer instead and be just as true. Don't know what the 'five arms' would be either.

PS. I want to see the cube puzzle with teleportation that piratecat said he had worked out!
