Best race for each class?

Yes, but whereas the strength is generally considered a dump stat for wizards, it's not generally held to be as expendable as Chr is. Furthermore, gnomes, while gaining the benefits of being small, such as AC, also suffer the drawbacks, weapons selection being the obvious, but largely irrelevant one, as well as others are not so clearly documented and manifest.

Dwarves also get small save bonusses to various things on top of their Con, Darkvision, and benefit from the "Spanish Inquisition" effect while remaining suitable for the class: Nobody expects the Spanish Inquisition!

Gnomes get a bonus for alchemy, while dwarves get a bonus for smithing...

Besides, with a carefully chosen familiar (rat or nigh any rodent, fox, badger, mole...) the gnome may speak with familiar sooner than other wizards or sorcerers.

Gnomes have low-light vision, so they may read their spellbooks with even the faintest light; while dwarves only have normal vision and darkvision. You can't read with darkvision, since it's black and white and only shapes... (Technically, though, a dwarf wizard may try to write his spellbook in braille...)
 

I'll try to pare it down to one each...

Barbarian: Dwarf-human feat is nice, but dwarves offer a lot of stuff with practically no drawback.
Bard: Gnome-Again a human feat is good, but the bonus to illusion is as good as a feat and comes with stat boosts.
Cleric: Dwarf-Elf is better for an archer, but for a melee cleric the stat boosts are worth the turning hit.
Druid: Gnome-Good stat boosts, whildshape makes up for size. Close call with Dwarf.
Fighter: Dwarf-Stat boosts, free EWP prof to go with a tower shield.
Monk: Human-Feat and skill points help a lot here.
Paladin: Human-Paladins are feat-hungry.
Ranger: Human-This one is pretty up for grabs.
Rogue: Halfling-Boost to hide, dex, and saves.
Sorceror: Gnome-Con boost and small size.
Wizard: Gnome-Same as sorc, here dwarf is close second.
