Big problem with intelligence enhancing items?

As I understand if a character wears an intelligence enhancing item he does not gain bonus skill points retroactively, but does when he levels. What happens if that character levels, gains the extra skill points due to the intelligence enhancing, and then takes off the item? He looses intelligence bonus, but does he loose the skill points? Keeping track of "enhanced" skill points seems like a minor nightmare. Anyway, any ideas on what the "official" answer on this is? Thanks guys!

Then he loses the extra skill points until he puts the item back on.

It's kind of a pain. You have to keep track, on paper, of which skill points went where at each level.
 

3.5 simply prevents items from getting you extra skill points.
Simpler of course is to not have intelligence represent memory. Instead it represents (with regards to skill points) the ability to learn. So if you keep the ability to get extra skill points from intelligence items, then you do not lose those skill points from taking the item off.

Remember kids, always put on your int-boosting items before leveling up! Pass them around, we can all take turns... :D

Indeed, when my human Div7/Lor1 with a natural Int of 19 acquired her Headband of Intellect +2, she did not gain any more skill points, although all of her Int-based skill checks were improved by +1 for the increase from Int 19 (+4 bonus) to Int 21 (+5 bonus). When she levelled to Div7/Lor2, she gained 9 skill points - 4 base, +1 human racial bonus, +4 Int bonus for Int 19 - not 10 skill points.

This was a good change.
 

Has anyone else noticed that despite all the rules restricting retroactive skill point increases and no skill point increases from items, that the NPC wizard tables in the 3.5 DMG break both these rules.... From what I can remember (I don't have my books on me at the moment) the the skill points listed for the wizard at the higher levels only add up if the intelligence increases from leveling give skill points applied retrocatively, as well as intelligence increasing items giving skill points which are also applied retrocatively.... eugh!

Dragons get a similar bonus. It really only effects a class/creature that increases Int as it advances - Wizards and dragons.

On average NPC wizards should normally have -.5 skills per level from 8-15th and -1 skill per level after 16th (assuming +4 Int from levelling). A dragon at their maximum age should have -3 or -4 skill per HD depending on whether they increase Int +12 or +16 as they age to maximum.

The reduction in skills would be approximately half the difference between starting and current per level/HD.
