Looking for help in putting onto paper a concept that I will playing in my next game. In summary, a character who has contacts in numerous seaports and major cities. An experienced travel who knows the right people in the right places. The campaign is has pirate theme so connections would most likely be more on the shady side of business. I was thinking of somekind of Changling Bard or Rogue but I am unsure of where to go from there.
5th Level and stats do not matter.

Thanks for the help in advance.

Diplomacy, Intimidation, Disguise will probably be the core skills of your character. Then again, you should ask yourself why this character has these contacts. Travelling is not really enough, except if these are just drinking buddies from various taverns around the world. Once you know why and how he made those contacts, you should easier be able to determine which skills and feats he should have. That in turn should lead you to what class he could be.

Could be any class really (just dont use cha as a dump stat), but rogue and bard are definitely the most fitting. Personally I would make him an enchanter, maybe with a rogue level or two.

Actually... alot depends on how your DM rules things..

IMC you would have the option of 'Contacts' more info here that formalize your 'freinds in low places' concept, alt shoping rules that rely on Gather Information checks to acquire goods..and then Diplomancy checks to bargain for a better price.

Then, depending on how far you want to take it, I would dig up my Guildmaster PrC {not sure which product its in, I did a quick check in the 'Canting Crew' and didn't find it} for advancing through.

But for 5th level, Rogue/Bard build with focus on Cha based social skills. Generally tough to do in most groups unless there is a willing support for a non-combatant character and needs to have DM buy-in. {personally I enjoy these characters, both as a player and as a DM}
