Blindness Question

Hey there,

I have a player in my campaign who designed his character so that he was born missing an eye. How should I play this?

Should I give him a circumstance penalty to kis attack ratings?? (say -4)

Should I let it ride, since he's been born with it he must have adapted by now?

Opinions, rules all welcome.. Thanks in advance.
