Continuity nit-speak: This write-up occurs after the Skull was transferred into a cloned body of Steve Rogers (thus the very nice physical stats).
Rules nit-speak: The Skull has taken numerous physical superhuman powers (Strength, Dex and Con) that should not be class powers for him. Since he gained the cloned body through a warping of reality, I have hand-waved this and treated these powers as class powers.

Continuity nit-speak: This is the Winter Soldier version of Bucky, which is a serious retcon of the character even before the cybernetic goodness gets added on. In this tale it is revealed that Bucky was the Invaders' recon expert and assassin, tasked with doing the dirty jobs of war that Captain America, as a symbol, could not.

The reason for this information just being revealed is given as being the young sidekick was just Bucky's cover story. Cap only reveals the "darker truths of war" about his partner to SHIELD when it turns out they might have to face him.
 

Winter Soldier huh? I used to be a Cap America fan back in the day. Might have to pick this up. Cool Write ups though. Love Captain America although I think that the Red Skull is no match for Pinky and the Brain!

Yes... Winter Soldier is the best Cap story of the last 20 years (Im a fan). It might even be the best Cap story ever. It's part of the current plan by Marvel to revamp some great heroes who were showing a little age.
