The bludgeoning arrows were originally in the dragonlance setting, along with rules for whistling arrows, hollowtip arrows that could carry messages or flaming rags.
as far as i recall the arrows did damage of one die type lower than normal arrows.
damage reduction.....don't know, maybe its something about spreading the impact over a greater surface area? easier to smash rather than cut or stab bone.
 

KPG arrow types:

Ball arrow: Blunt weapon as mentioned above.
Bird arrow: Denies dex bonus to target because of speed, but hard to hit. No sneak attacks
Needle bolt: poison
Screecher arrow: signal... not good for combat
Sculpted shot: sling bullets
Splinter arrow: subdual damage...
Thunder bolt: thunder stone at the tip
Tiger Claw arrow: slashing damage
 

IIRC, the only Bludgeoning Arrows I'd seen (in a WotC supplement...probably the Arms & Equipment Guide, which was 3.0 AFAIK) only did subdual damage...no good against Skeletons or Clay Golems.

(The reason I looked into this is because I was looking for creatures that couldn't be killed by a terrifying archer PC in 1 or two rounds.)
