The reason that Brain Moles and Su Monsters is a simple one: PSIONICS ARE DIFFERENT! from normal types of magic that is, it's quite simple really when you think about it:
Divine 1 (Clerics & Paladins): magic from the Gods
Divine 2 (Druids & Rangers): magic from nature.
Arcane 1 (Wizard): magic from 'outside' (the planes or whatever)
Arcane 2 (Sorcerer): magic from blood (mostly dragon, fey or outsider).
Arcane 3 (Bard): magic from song/music.
Psioic (Psionisit and Psiwarrior): magic from some aspect of the body.
none of these sources are race related, so why can't animals be psionic?
