I don’t know how to answer that in light of a trailer clearly showing Daniel Craig.

Well Craig was offered a ton of money and as far as I know the new Bond movie starts with Bond retired from the 007 role,

Ok. Clearly you know the answer to your own question. All I know is that‘s a trailer with Daniel Craig in it as James Bond.

Well, Daniel Craig's reluctance to continue playing Bond was widely reported in the past and the reason for the whole Idris Elba as Bond thing. I did see, at some stage a report, that in the current movie. Craig is Bond and the current 007, a woman, comes to him for help.
I have no idea if that is true but it is the basis of my comment.
