As an example, Wrath of Acamar, p.138, PHB.
Do you apply any feat or enhancement bonus to the 1d10 necrotic damage under the "Special:" heading?
RAW seems to indicate that any time you roll for damage you apply such damage additions.
Similarly, what about the secondary damage of Dire Radiance, p.131?
EDIT: Nevermind, found my answer, p.57 seems to indicate that you do.
