Book of Nine Swords Eternal Blade half-elf?

Does the Elven blood racial ability of half-elves allow them to meet the prerequisite of the prestige class Eternal Blade (which requires one to be an elf)?

I don't see how there's much room for doubt. "For all effects" is pretty darn blanket. What would the racial feature be for if not for cases like this?

That's true. There wasn't much debate about this line, after all:
A monk’s unarmed strike is treated both as a manufactured weapon and a natural weapon for the purpose of spells and effects that enhance or improve either manufactured weapons or natural weapons.

A half-elf can enter the class, but you can only take five levels.

(Seriously, though: a class or feat may or may not qualify as an "effect". I'd let it count, because the Half-Elf isn't all that great, but consult your DM before using.)

Personally, I'd say no.

The entry requirements say Race:Elf. Compare that with classes like the Bladesinger (CW) or Darkwood Stalker (CW) both list the race requirement as Race: Elf or Half-elf.

So you can take extra damage from elfbane weapons. :)

FWIW, my answer is 'no', fior the same reason it is 'no' for monks and INA.

The real answer is "ask your DM"

Personally, I'd have no problem allowing it, unless the Eternal Blades are some racist elves who want to keep their race clean and view half-humans as an abomination or something.

They have been known to spell things out in some instances, but only imply them in other occasions.
 

If it said something like, Type: Humanoid (Elf) then I'd say half-elves could apply. However, Race: Elf specifically calls out the elf race to the exclusion of all others. Note that the Arcane Archer PrC says "Race: Elf or half-elf". If "Race: Elf" included half-elves then this wording would probably be different.

The part in the half-elf description that says it's treated as an elf is meant for spells and effects that target elves. It's like how trolls are affected by things that target giants because they are of the giant type.

Though personally if I were the DM and the player gave me a good enough excuse I would probably allow it. I haven't read the PrC in question, but I could see a half-elf taking an elf-only PrC, though probably not without passing some sort of in-game challenge to prove to the elves who will be training him that he's very in tune with his elf heritage.
