I don't see how there's much room for doubt. "For all effects" is pretty darn blanket. What would the racial feature be for if not for cases like this?

I guess you could rule that it's the narrow definition of "effects" and only applies to spells and magic items. But I wouldn't parse the wording too narrowly, because this is from the PHB and before feats and PrC with racial prereqs came into heavy use. Besides, half-elves and half-orcs are pinched enough as it is. Does it hurt to throw them a bone and let the Elf/Orc Blood features be an actual benefit for once? jasin's right, without it the features are almost a penalty, making them targets for all the anti-racial effects out there.

I think it's pretty safe to say that requirements are not effects. Effects are spells, magic items, abilities, etc. that affect other characters and objects. They are the result of things you can do in-game. That's a pretty board enough definition, I think, without including requirements.

FWIW, Eternal trance class ability says:

Every night when you enter trance,[...]

Emphasis mine.

It is "fluff" text, but it specifically refers to trance, a racial feature posessed only by purebred elves.

A half-elf can enter the class, but you can only take five levels.

I think that's broken. I'd rule that he could take as many levels as he wants, but there's only a 50% chance that any given ability functions when he uses it.
