That's true. Not everyone agrees with the FAQ regarding Feats, though... and since this is a class, there's even more wiggle room. :)

I'd say since half elves count as elves for effects, and since they are pretty cruddy race, I'd let them take this class.

On a similar note: (Warning: This is going to sound stupid, but it might be a relevant observation given that 'feats' and 'classes' are effects)
Iron Heart Surge says it can end, among other things, any effect affecting you with a duration other than Instantaneous. (Says specifically one or more rounds, but Ask Wizards clarified it to mean any non-instant duration) Now, if feats and classes are 'effects', how could this strangely interact with Iron Heart Surge? Can I 'end' being a specific class? What about a race? If I have toughness, and 'end' it, I lose 3 hp, right? It can end conditions too. Being dead is a condition.
Also the definition of 'affecting you' could be relevant.

Hong, you're in Australia. From my perspective, didn't you START that way?

And to stay on topic, I say yes, the half-elf can enter the class. It may be the only time in his career that this particular racial ability is worth a damn. Might as well do something with it.
