You would need a weapon that can reach the target, since the attack is part of casting the spell. If you don't have a legal target within range of the attack, then the spell fails.
 

One of the coolest Eldritch Knight build I’ve seen used a halberd, booming blade, polearm master and warcaster.
Booming blade opportunity attacks on targets approaching you are fun.
 

If I used a short sword and had booming blade and spell sniper can I attack someone from 10ft away or would I need to use a whip?
Green Flame Blade's secondary damage jumps 10ft instead of 5ft with Spell Sniper, but since Booming Blade targets the original target with the secondary effect, the weapon itself needs to have greater reach as well.

Note, that means that Spell Sniper and Booming Blade are really brutal with a bugbear with a whip or other reach weapon.

Without it, booming blade has a 5' range: so you cannot use it on the PAM opportunity attack.
