Bow of Songs, or something

One of my players wants to get a "Bow of Songs" from the Arms & Equipment book, which I don't have. I think that's the official name...?

Does anyone know what this item does? I think it's bard only? How much would it cost?

Lastly, do you think it's balanced?

This +2 short bow allows you to use up a bardic music use as an MEA to add your Charisma bonus to attack and damage.
