Upon further thought, I'd do it entirely differently. 
Metamagic Resonance
Benefit: When you use a metamagic feat, the metamagical energy lingers, making it easier to use again. The round after you use a metamagic feat, if you cast a spell using that feat again the spell-slot modifier for that feat is reduced by 1 (to a minimum of 0*). This benefit can be used in conjunction with multiple metamagic feats simultaneously, but does not allow the caster to cast spells of an effective level he could not ordinarily cast.
Example 1: (10th level Sorcerer capable of casting 5th level spells)
-- Round 1: Cast Silent Stilled Magic Missile using a 3rd level slot.
-- Round 2: Cast Silent Stilled Magic Missile using a 1st level slot.
-- Round 3: Cast Silent Stilled Empowered Magic Missile using a 3rd level slot.
-- Round 4: Cast Silent Stilled Empowered Magic Missile using a 2nd level slot.
*Seriously, is there really any reason not to allow this to work with Silent, Still or Extend?
