Yup. And no potions of "Alter Self: Troglodyte" for that nice +6 natural armor either. :p

For that level of cheese you need a willing DM and Craft Wondrous Items to make "Elixirs" instead of potions.

I'd like to add that psionic tattoos (which are the psionic equivalent of potions) can be created from 'range personal' powers for double the normal cost.

Wow, I've missed that for all these years? Was this true in 3.0? Or is it a reaction to the omnipresent potions of True Strike shown in the various "Smackdown" builds?

3.5 definitely added clarification to the rule. The 3.0 Brew Potion feat said you could use any spell that "targets a creature or creatures", and all of the designer comments, FAQ entries, etc., indicated this meant you needed a literal "Target: X Creature" in the spell description. 3.5 added the explicit clarification in the DMG.
