Joss has always said that he had concieved Angel as a vampire from the beginning but there is enough cercumstantial evidence out there that a lot of fans don't believe that to be the case.

Joss has always been pretty open about admitting when he's changed things to further the plot, or to refine ideas, so I see no reason to believe he'd lie about this. If he hadn't decided Angel was a vampire from the get-go, I doubt he'd bother to say otherwise.

I watched that episode of Youtube to see if I could tell (yay, youtbube!) and I coudn't tell what he had on under the t-shirt - it might have been a cross, but it could just as easily have been dogtags or something. Of course, the quality wasn't that great, this being youtube (boo, youtube!). Also, very early on, Buffy finds out Angel is a vampire because he recoils from a cross she's wearing; that couldn't have been more than six episodes or so into Season 1.
