Calm Emotions

As an in-combat spell, it is of limited effectiveness. Unless you are dealing with limited opponents. As a pre-combat or RP valued spell, it has a lot more effectiveness. Irate town guards/lynch mob? Calm them so you can talk rationally to them. NPC that is frightened beyond cognitive speech? Calm them and find out what scared them. Small crowd stirred to a religious fervor? Calm them down and remove the instigator.

It is a great non-combat way to handle a situation where you don't want to break bones and alienate people long term. Is it a great general use spell? Certainly not, but it definitely has situational value and would not be a bad spell to have accessible when in places where you do not want violence to be your only option.
