For one - even a resized ring wouldn't help the fact the bear had no fingers .
Second - Next thing the bear is still wearing the magical duskwood breastplate the druid was wearing prior to wild shaping , it having "magically readjusted" to his still humanoid shape. Same goes for his hat of disguise, his helmet of brilliance, His boots of striding and springing and his belt of strength etc. etc. ad nauseam.....
But as for the ring - the ring could of course be stuck on a claw. And yes, I would not have problems ruling the claw as a finger substitute, seeing that liches, mummies etc. can wear fully functional rings on nothing much more than their fingerbones and rotten bandages.
As a for house rule we use - Items depending on their shape to manifest their bonus (armour, wands, weaponry, things with embellishments projecting their magic - helm of brilliance, bags, clothing and most jewellery besides rings and amulets) are subsumed into the wild shape/polymorph and are temporarily suppressed/inactive.
And yes, we had some severe problemes with polymorphed (3.5) casters to make us draw up the rule. Ever faced a funky Blue Slaad-shaped wizard ( that thing has anatomy and can speak, yes. Besides having humongous stats and nasty close comabt attacks ) or one going into the shape of an Annis Hag and still having access to his hoarded wands, protective gear etc.. makes him a viable combat choice, actually. Of course he can dress down, polymorph and pick up his old equipment again, but _that_ will take a couple of minutes off his precious time changed.
