Burrow, no. Fly at the right caster level though...

I don't see any reason why a phantom steed couldn't take the run action. That does sound like the kind of thing that ought to be explicitly excluded, if it's to be disallowed.

No. Those are specific movement modes, and would be given if the steed had them. Land speed is assumed to allow running unless stated otherwise. Other movement rates mention whether they allow the run action or not.

What about the Fly spell? Can you Run while under the effects of the Fly spell? Essentially, can you "Run Fly"?

Would it matter if it wasn't the fly spell, but an (Su) or (Ex) ability that gave you flying? Would it matter if it was wings that gave you flying?

Yes, you can "Run Fly", because the spell gives you a Fly speed. A Fly speed allows you to take the run action when flying, as long as you fly in a straight line. It also allows a dive attack.

It doesn't matter what gives you the fly speed, just that it is a fly speed. Maneuvrability would have a bearing on how clumsy a flyer you are, and exactlyy how well you can change direction, but no effect on running (since it must be in a straight line).

Swimming also allows the run action (with the same straight line limitation), but climbing and burrowing do not. Climbing allows accelerated climbing (and a charge), but burrowing allows neither.

Since the spell actually says that you "can charge but not run," the answer is obviously "np."

Yes, it would matter, since then you could run, unless the ability specifically forbade it. Creatures with a fly movement rate can use the run action with it. See the MM glossary.

True, but the spell description explicitly forbids running.

It doesn't matter what gives you the fly speed, just that it is a fly speed.

It does matter, since some of the methods, such as the Fly and Overland Flight spells, forbid running.

Oops. Didn't look at the fly spell, just at the fly speed description. :o

Yes. Both spells call for a specific exception to the general rule allowing the run action when flying.
