Can a Rog19 who takes Wiz1 put 13 ranks in Concentration?

Page 58 of the PHB just says that all the ranks you buy that level have to be in the class skills for your new class. So could you "catch up" by putting all your skill points into one class skill from the new class, so that at level 19 you had no concentration and then you take one wizard level and go all the way up to 13 ranks or so?

Page 58 doesn't say that all of your ranks for that level have to be in class skills for you new class. It says that only the class skills for the new class can be bought as class skills - meaning 1 skill rank costs 1 skill point. You can still put ranks into non-class skills, you just have to pay cross-class skill costs to do so.

That said, you can plow all of your new skill ranks into a single skill you've never had before. How that would end up being 13 skill ranks, for a wizard, seems like a stretch. The wizard only gets 2 skill points per level. Even as a human, your PC would need an extremely high intelligence score to suddenly rise 13 ranks.
