Can a weapon grant feat-like attacks?

Is there a magic item with reach, such as a whip or a spiked chain that grants the wielder feat like affects (such as whirlwind attack a few times a day, or improved trip while making attacks with the whip)?

Yes. I am mostly interested in seeing if there is a way to gain improved trip (with a whip, not unarmed) via a magical whip/chain.

It would also be cool to be able to do a whirlwind attack every now and then, but my character is not primaraly a fighter, and I do not want too blow all of my feats to just Whirlwind attack every now and then.

Bad Axe Game's HoHF: Dwarves has some interesting dwarven runes that might give you some of the functionality you are looking for. They are more designed for dwarven cleric, but several of the ones detailed offer various feats for a few rounds. If I remember right, you actually ahve to make a Wisdom check to activate them and even then it lasts a very short amount of time.

I would suggest doing something similar adapting it to your campaign. I don't know of any book that offers specifically what you are looking for.
