can an animal have the vampire template?

Strictly by the book, it won't work. The vampire template states that it can be applied to humanoid or monstrous humanoid creatures, and a goat is neither. However, allowing vampiric animals would seem to be a perfectly reasonably house rule.

Technically no (only humanoids and monstrous humanoids I believe), however I am of the school of why let the rules stand in the way of an interesting idea. A vampire animal could be very terrifying, all the powers of a vampire but none of the mindfulness to use them descreetly as vampires so often do. Mechanically speaking I don't see much reason the template wouldn't work when put on an animal.

i just think a different type of template would need to be applied to an animal. even with a +2 Int, how would an animal know how to use a vampire's powers, or what to use them for? (vampire dog: dominate person -- "pet me!")
and what self-respecting vampire cow would stay a cow when it could change shape to a bat or wolf?
another thing to consider, anyone turned into a vampire becomes Chaotic Evil, but tend to not go on rampages for fear of being discovered and killed. an animal wouldn't know better.
i think a 'template' or abilities closer to a vampire spawn would work better.

All of your points only express why I love this idea. The local vampire turns a cow into a vampire somehow (who cares how?!) and then puts him with the herd at night with express orders not to kill any cows. Now that the intelligence is 4 instead of 2, he should be able ot get that part at least, but would show incredibly bad judgement in other areas, which could be both amusing and frightening. The possibilities are most likely limited toa one shot adventure idea (because the objections you raise really are valid) but for a little creative twist that will have experience character turning their heads and going "What???!!" as the cow attempts to charm them, oh, I can't stand it, ROLF!!!!
