If giving the weapon finesse feat for free is to much how about allowing the character to use the weapon finesse feat with the longsword if he has it?

Giving the "dex bonus to hit" ability isn't too much, but it does need to be priced correctly. Without the halfling rogue limitation, I'd say it's at least a +2 bonus, give or take. Frankly, much depends on how generous you are with your PC ability scores.

Strangely enough, the "increase" in damage (from short sword to long sword) isn't counted in the d20 system -- it costs just as much to enspell a tiny dagger as it does to enspell a huge greatsword. Kinda weird fact, if you think about it too much.

Try a Halfling Quickblade

I wouldn't add virtual feats as part of a weapon enchantment. It's really hard to calculate their value. What I would suggest is you introduce the Elven Thinblade to your campaign. Its an exotic weapon much like a slightly longer rapier.

Elven Thinblade Exotic One-Handed 1d8 18-20/x2 Piercing Finessable

A small version, suitable for Halfings and Gnomes, could be called a Quickblade.

Halfling Quickblade Exotic One-Handed 1d6 18-20/x2 Piercing Finessable

Give your player a bejeweled +1 quickblade and let him take exotic weapon proficiency (quickblade) and weapon finesse as normal feats. Don't give him feats for free.
