Yes, but only one will work in terms of its magical properties.

You can feel free to use a mundane shield at the same time as any other (non-shield) magic arm slot item you want. Basically, they were just trying to make sure that they weren't making shield any more awesome than they already were by giving you a second arm slot.
 

Also note that no magic shields, or arm slot items for that matter, have a permanent AC boosting property. They saved that for Armor. So +2 for a Heavy Shield, magic or no, is the best you can get.

Although you can take the Shield Specialization feat to increase the bonus.

More accurately, you take Shield Specialization to get a specific bonus that does not stack with any other types of Armor Speciailization, but includes a secondary benefit you might find more appealing than a reduction in skill check penalties or an extra square of movement.

The shield itself is actually not affected by it.
