Can you use two weapon rend with a double weapon?

The question is simple: Can you use the 2 weapon rend feat from Player's handbook II with a double weapon, instead of using a weapon in the main hand and another in the offhand?

A player IMC uses a double sword and is planing on taking this feat.

Should I allow it?

I'd allow it from a game balance perspective, but conceptually it doesn't work well. The image here is sticking two weapons into an opponent and ripping them apart - which you can't do with a double weapon - a sword, anyway.

Maybe he could take "double-weapon flourish", which is mechanically the same but flavored differently.
 

I believe the RAW permit it - a double weapon is treated as two weapons, where the off-hand one is considered "light".

For the conceptual side, maybe it's an uppercut then a quick downward slice - I think there are plenty of ways to justify it from the "flavor" side.
