Can you use the spell attack of opportunity granted by warcaster feat to cast beneficial cure spells or even buff spells?

Yes, however, the feat specifies that the target of the spell needs to be the enemy who triggered it, so I would not recommend casting those sorts of spells.

No. The rules specify that you can make an opportunity attack when a hostile creature that you can see moves out of your reach.

The feat specifies a 'hostile creature'. The rules for AoO also specify that the creature must be hostile to trigger an AoO.
