Can zombies use exotic weapons?

Here's the problem with that. A 1st-level human commoner has a BAB of +0, and the Exotic Weapon Proficiency feat has a prerequisite of BAB +1, so no human commoner is going to be able to take that as their bonus feat.

So I'd have to use warriors? That makes sense. Commoner zombies vs warrior zombies.

Interesting thought problem:

Zombies are proficient in what the base creature is. But the base creature is proficient in an exotic only if they take a feat. Zombies lose their feats...

Zombies should grapple. Classic zombie stuff. They grab you and munch your succulent, living flesh.

This is what my zombies always do. Gets us good at the grapple rules, and seems more zombie-like.

For us it passes the awesome test. Especially when ogre zombies are RIGHT B-BEHIND YOU! LOOK OUT!

But the base creature doesn't retroactively lose its feat - it's the zombie that loses the feat.

A certain human has the EWP: Two-Bladed Sword feat. He is proficient in Two-Bladed Sword because he has the feat.

When he dies and becomes a zombie, the zombie loses the feat. The zombie is not proficient in Two-Bladed Sword because it has the feat (since it doesn't); rather, it is proficient in Two-Bladed Sword because the base creature was proficient in Two-Bladed Sword.

In addition, there are creatures proficient in exotic weapons without a feat - take, for example, the Derro: proficient in repeating crossbow because it's a weapon mentioned in its entry.

Also consider bards and monks - proficient in some exotic weapons without a feat.

Presumably this then exempts the zombie from the usual EWP requirements. Thus, a zombie can be proficient with a spiked chain even if has a low Dex score.

Spiked Chain has no Dexterity prerequisite.

The Exotic Weapon Proficiency: Dwarven Waraxe and Exotic Weapon Proficiency: Bastard Sword feats have a Str 13 prerequisite, but the weapons themselves do not; a dwarf fighter with a 12 Str, for example, can wield a dwarven waraxe with one hand, because he is bypassing the feat and therefore the feat prerequisites. Similarly, a dwarf who is proficient in all martial weapons but possessing a +0 BAB would also be able to wield a dwarven waraxe in one hand; the +1 BAB prerequisite of the EWP feat is irrelevant, since he is not using the EWP feat to gain proficiency.

So yes - the prerequisites of the feat will be irrelevant to the zombie, since it is not gaining its proficiency from the feat.
