As far as magic items goes,

Spider Climbing Boots of Striding and Springing (roughly 10k). Cloak of Protection +6 (about 36k, iirc)
Mythril Chain Shirt +2 of Shadows and Silence (16k, +10 H/MS)
+3 Sword of (Somekind of Energy) burst, Keen (72k)

Ah, yes, a powergamer player character with the ubiquitous combination of Spring Attack and Boots of Striding and Springing. And this is not the first time I've seen this combination used with a Keen-enchanted greatsword and a mythril chain shirt. After DM'ing 3E D&D for over a year now, I've grown to abhor the Spring Attack feat all three of these magic items/enchantments.

You can abhor it and call it powergaming if you want but it's cool and effective. The way I look at it is if I was living in that world, and running in dangerous missions wouldn't I pick the best skills and equipment to make survival likely. For example if you join the navy and become a seal, do you say geez you know what X gun is kinda powergamy I'm going to practice my sling skills, cause I really like that david v goliath image it fits my character so much better.

Same for a fighter in d&d land, assuming you have a decent dex you will develop a style of fighting that relies upon lighter armor to capitalize on your dex. That stlye seems to include spring attack frequently, you only get one attack so make it count(greatsword or other bog weapon) increasing you movement makes this even better(boots of striding and springing). If you want to enforce stupidity with the players so they aren't powergamers I hope you do it with the monsters as well.

Those feats/items are cool and effective. And the combining of them is powergaming.

I guess when I started reading this post, out of curiosity, I was hoping to find some fresh ideas. But all I'm finding, really, are the same ol' combinations of feats and magic items.

As a DM, I have created a list of ubiquitous magic items that are popular among powergamers, calling it the "Weenie List". Some of the items on that list include...

Keen & Energy sword (Wow! Double your threat range and a +1-6 damage bonus for only a +2 market price! Combine that with the Improved Critical feat, and you're really smokin'!)

Mithral Shirt (Heh! Chain shirt is already the most unbalanced and saught-after armor in 3E D&D -- let's make it even more so by having available in mithral, for a mere 1100 gps!)

Mithral Shield (Hmm... Should I go with a greatsword? Or a bastardsword and a mithral large shield?)

Boots of Striding and Leaping (To be combined with the Spring Attack feat, of course. Great for barbarians and rogues!)

Gloves of +2 Dexterity or Gauntlets of Ogre Power (Alas, you can only wear one or the other)

Ring of Jumping (Doesn't stack with the boots, but the +30 jump bonus the ring gives is worth the mere 2000 gps it costs -- especially when combined with Spring Attack! You want the boots more for the double movement ability, anyway.)

+1 Ring of Protection (Stacks with everything else, listed above. And it's real cheap, too!)

+1 Amulet of Natural Armor (Ditto!)

+1 Cloak of Resistance (+1 to all my saving throws for a mere 1000 gps -- not bad!)

Eyes of the Eagle (+5 bonus to Spot checks, which tends to be one of the most often used checks in the game, for a mere 1000 gps. Awesome!)

A Ranger that has a +9 BAB has the OPTION of taking Improved Two-Weapon Fighting as a feat, regardless of whether or not she meets the requirements. It is NOT a bonus feat.
