Catfolk or Goatfolk - which would make a better "charger"

The debate surrounding Grease is "When is a character considered 'balancing'?" - and thus considered flat-footed.

Being Attacked while Balancing: You are considered flat-footed while balancing, since you can’t move to avoid a blow, and thus you lose your Dexterity bonus to AC (if any). If you have 5 or more ranks in Balance, you aren’t considered flat-footed while balancing. If you take damage while balancing, you must make another Balance check against the same DC to remain standing.

As Diirk noted, the Grease spell states "A creature can walk within or through the area of grease at half normal speed with a DC 10 Balance check."

So, if a creature in the area of a Grease spell is not attempting to walk within or through it, is he considered to be 'balancing'? Each turn he remains in the area, he requires a successful Reflex save to avoid falling, but not a Balance check - the Balance check is only for walking, not remaining in place.

So if he doesn't move on his turn, is he considered flat-footed?

If he does move on his turn (considered balancing and therefore flat-footed), and then ceases to walk at the conclusion of his turn, is he still considered balancing and therefore flat-footed now that it is no longer his turn, and he is no longer attempting to walk? On the catfolk's turn, when the target isn't walking, is he still a viable target for the Catfolk Pounce?

Charging Cat:
Cats are Evil, and thus will ambush and kill you when they have the advantage. Luckily they have not figured out how to kill us and be fed regularly every day, so we remain safe... for now.​

Charging Goat:
Goats are Mean, and thus will charge you when they feel like it, regardless of the advantages you may or may not have. Their goal is to inflict pain and intimidate, but not to kill. Luckily they are thwarted by fences.​

If you want a charging fighting character, I would recommend a Goat, because the goat will get into a scrap and keep on butting his head against whatever presents itself. A cat will ambush, but slink away if what it attacks proves to somehow be a threat... "As if anything could possibly threaten a cat, so I'm just choosing to walk slowly away... but not because you could hurt me."
 

I'm thinking of houseruling a feat, let me know what you think:

Improved Natural Charge
Prereqs: Powerful Charge, Improved Natural Attack, BAB 5+
Benefit: When you make a charge attack with a natural weapon (with which you have the INA feat), your charge inflicts x2 damage, similar to using a lance form a charging mount). If you are able to make multiple natural attacks on a charge, only the first gains this benefit. Also, bonus dice from Powerful Charge or other sources are not multiplied.
Special: If you score a critical when using Improved Natural Charge, you can make a free trip attempt against the target, which does not provoke an attack of opportunity.

Leap Attack!

Alternatively, you carefully place the Grease spell so there's an ungreased adjacent square... but he's still arguably not going to be flat-footed while you're charging.
