CC2: cut and paste?

Is there any way to copy a shape--such as, say, a coastline--from a graphics file (like bitmap or JPEG) and copy it into CC2? I've tried, but I get a notation that the program can't copy that image. Is there any way around that?

If you have an image of a coastline, save it as a bitmap.

Then, in CC2, open a new template, create a layer called Temporary and freeze all the other layers.

Then go to Insert at the top of the screen, Then insert picture. Click "scale to fit" and draw a box. The image should appear.

Once that's done, put a check in the Coast layer and freeze all the other layers including the temporary one. Then start tracing the image you inserted.
