As a psionic yuan-ti halfblood, Paula does not have that ability. It is one of the Monster Manual abilities that is taken away, but replaced by other abilities, as detailed in Expanded Psionics Handbook.

When you listed both, I assumed they were identical except maybe it being a psionic-like ability instead of spell-like. Alas, I only took my MM with me to work today.

I listed both books because the stat block is not in the EPH. I checked the SRD, and the psionic yuan-ti is not in there.
