Very clever! And this is where D&D descends into lawyering. I'd say that the important part of that phrase is the "as if she were four levels higher than her actual class level": the part about "allows her to turn undead" is irrelevant without the adverbial dependent clause.

Why? Because a cleric or paladin ALREADY can turn undead. The amulet doesn't allow her to do it. All it allows her to do is to turn them at a higher level.

Not that I want to get into a second-amendment discussion here, but it's similar to the argument that the second amendment must be read as a piece, that separating out the independent clause in the second amendment changes its meaning. Whether or not you agree with that (and please don't tell me whether or not you do), in this case, I believe you have to read independent and dependent clauses together. To do otherwise changes the sentence's meaning.

For your spellcasting friend to make this item, he would have to have UMD as a class skill from one of his classes as to make a item that gives a bonus to a skill you must have half the bonus in ranks for that skill. (or a spell that adds a bonus like Jump)

Your Friend would need to be a 7th lvl Rogue just to have the ranks needed.

Or the Rogue in question could assist in the process.

But I agree this is one of those items that shouldn't exist for play-balance.
