Channel Divinity: Fiery Rebuke of Asmodeus

We are kicking off the Curse of the Crimson Throne Adventure Path using 4E rules and one of my players is interested in a Channel Divinity feat for his Hellknight, a paladin of Asmodeus. I cobbled together the following based on the pit fiend and the dark pact warlock:

Channel Divinity: Fiery Rebuke of Asmodeus
Daily * Divine, Fire
Standard Action * Ranged 10
Target: One creature
Attack: Charisma vs. Will
Hit: 1d10 + Charisma modifier fire damage, and you push the target a number of squares equal to your Wisdom modifier. If you hit an ally, you also deal Charisma modifier fire damage to all creatures in a close burst 2.

What do you think? What changes should I make? Should I make this usable on an Encounter basis, or leave it at Daily?

I think it's rather fun. The initial damage is comparable to Eldritch Blast, making me lean towards making this an encounter. I did have some questions though.

-For the burst damage, does that mean it's a guaranteed hit to all creatures?
-I see little motivation to dealing, say, 10 damage to an ally and only 4 to creatures around him. True it's damage, but the Dark Pact abilities at least make it hard to pass up killing your friends.
-Does the burst dmg happen before or after the push? If before, it seems like it'd be more efficient to deal a greater amount of damage to 1 creature (that would likely be in range if your ally is). But if it happens after the push, I can see this only being beneficial as setting your ally up as a rolling minion-bomb.

So here are some suggestions:
-Allow it to explode on an enemy as well.
-If it hits an ally, make it do 1d4 or 1d6 + Modifier damage, making it a tougher choice as to whether you should cook your ally or not.
-Look at Dark Pact powers like this (as I don't have my FR book on me right now) and see whether this would fall in the encounter or daily category.

Overall, I think this is a pretty sweet divinity power. Nicely done.
 

Daily = BAD. Channel Divinity is an Encounter power. How this interacts with other CD powers is unexplained.

No implement or weapon = BAD. The poor PC will be at an effective -6 with this by 25th level.

Suggestion:

Channel Divinity: Fiery Rebuke of Asmodeus
Encounter • Divine, Fire
Standard • Close burst 5
Target: All creatures in burst except you.
Effect: All targets take fire damage equal to your Charisma bonus. If any allies of yours take damage, make a secondary attack against one enemy in the burst. You gain a +2 bonus on the attack roll, and deal +1d6 damage, for each ally damaged by this effect.
- Secondary Attack: Cha vs. Will
- Damage: 1d6 + Cha fire damage.

Channel Divinity: Fiery Rebuke of Asmodeus
Encounter * Divine, Fire, Implement
Standard Action * Area burst 1 within 5 squares
Target: Each creature in burst
Effect: Before the attack, you can inflict your Charisma modifier fire damage to an ally within the area. If you do so, you gain a +2 bonus to the attack roll.
Attack: Charisma vs. Will
Hit: You push the target a number of squares equal to your Wisdom modifier and inflict 1d10 + Charisma modifier fire damage.
Increase damage to 2d10 + Charisma modifier at 21st level.
