Does Ride By Attack attack work when charging?

If it does, can you charge the same oppant again next round? Wouldn't you have to turn around first or is there no penalty for changing directions while mounted?

Ride By Attacks only work when charging.

Yes

There is never a penalty to turn around except when flying.
