It's not like Charisma gets the shaft or anything when it comes to races- after all, none of the races in the PHB have bonuses to any mental ability scores (only penalties, in the case of the Dwarf and Half-Orc). This, in my opinion, is because if there were a core race with a bonus to Charisma, it would obviously be the best choice for Sorcerers and Bards, and Intelligence would make that race great for Wizards (as well as effectively giving +1 skill point per level, which is kinda the Human's thing), and Wisdom would make a race perfect for Clerics and Druids. Although this may not seem like a big deal, considering Half-Orcs get a bonus to Strength which makes them great for fighter-types, and Halflings are perfect rogues with their abilities, in my experience having higher save DCs and more bonus spells (even if it's only a +1 to the DC) tends to make a much bigger impact over the course of a campaign than a +1 to AC or a +1 to attack and damage.
