It amounts to two extra Smites (or four extra Stabilizations or adds to a d20 roll) per level. An 18 Strength gives a +4 to hit and +4 to damage for every attack in melee. That's a Hell of a lot more significant than +4 AP per level for an 18 Charisma.Yeah, +4 AP/level can make a significant difference.
I'm still not convinced that there's a problem with balance, either with using AP or with granting a bonus for high Charisma. Not that your Fate Points idea sounds bad, or anything.
