Charisma bonus added to Action Points in Eberron?

By the RAW, you should have about 20% encounters 3-4 CR higher than the party's average ECL. 13.3 fights/level * .20 = 2.7. So, 1-2 Action Points per hard fight.
Not every fight, though, which is my point. An encounter at the same CR as the party's ECL still calls for Saving Throws and To Hit rolls. Besides, AP can be spent outside of combat as well, for example, for making a critical skill check.

Yeah, +4 AP/level can make a significant difference.
It amounts to two extra Smites (or four extra Stabilizations or adds to a d20 roll) per level. An 18 Strength gives a +4 to hit and +4 to damage for every attack in melee. That's a Hell of a lot more significant than +4 AP per level for an 18 Charisma.

I'm still not convinced that there's a problem with balance, either with using AP or with granting a bonus for high Charisma. Not that your Fate Points idea sounds bad, or anything.

I use action points in my campaign with the charisma bonus and have done it for a year. (actualy I think i got it first from arcana unearthed) In any case, most of the feats i've already given as an option for the action points. I think the big thing I read about action points is it seperates the heroes, your pcs, from the mortals. Perhaps i'm just addicted to this game, but I was playing god of war recently and it gave me a lot of incite into RPGs tabletops. I by no means run a hac and slash, but my pcs like to see themselves as heroes like this. They can never get any more than their starting ammount per level

I print out little cards that have the listing of all the uses on the card. I then let each of my pcs create their own (special move) that they can use with one of the cards . The cards are important they can't use them if they are not presented . One character has 7 charisma cards at level start and can pour through them in one session.

In my game it has not been inbalanced at all and the pcs like it, because I don't just let them use it, i force them to describe a phenomical action while doing it. One of the major things it lets them do is begin dying at -1 instead of being dead once they hit -10. For every 10 hit points below -10 (or if they are dealth massave damage) they can use an action card to fall to -1 instead of dead. You can only attempt this once

My PCs feel more heroirc and i've still had a few pcs die regardless.

Also, I checked your website and found the EOM record sheet and spell sheets... but the files are not loaded on the server. I am also interested in seeing those.
