What happens to a cheater depends on the situation

In the 'tweaked his sheet" situation I would make him use the correct sheet and give him a warning "Don't let that happen again"

If it did, he is too imature for the group and out he goes

After all everybody gets 3 sessions to adjust the charcter free of charge

If there is dice cheating in a game well if it makes the game more fun (and it can sometimes) I ignore it.

If it causes unhappiness I make them do over

I use a fate point system in most of my games so I have very little dice cheating in the game

For character generation I also allow players to "cheat" and set HP per level and stats any reasonable way they like them.

I haven't had any problems with this, yet

As for myself I always "cheat" on stat rolls ta creation and HP rolls when leveling up.

My DM knows this and doesn't care because when I build a charcter I make sure the character is balanced with everyone else in the party

I never cheat on rolls once the game starts

Everybody needs to have fun after all

If he'd admit the cheating, I'd let him lose a level and continue play.
If not, I'd let him lose a level for not admitting, then continue play.

He's well over that limit. This character is about 3 months old.

The only reason anyone noticed was because he suddenly started using Spring Attack and the DM said, "I didn't think you even had Dodge."

Afterwards, the DM started getting curious about where the character's Power Attack had gone to.

pure cheating IMO and it takes away other peoples fun too. Warn him and if he doesn't stop it kick him out
 

Did he use Power Attack in those 3 months? If he didn't, there is a very good chance that it was all a mistake. If he did, it's cheating, no doubt.

Me, I don't mind dice cheating; it doesn't really make the character live longer or better IMC as I'll simply up the challenge to that specific character accordingly. I figure that dice cheating adds from +1 to +3 ECL. :D

Char sheet alteration, on the other hand, I really dislike. I mean, it's the character. Changing stuff around just because you need another feat IMO is like saying loudly "A character is a bunch of numbers. I don't really care half a penny about roleplaying, or even understand it".
 

As long as he's playing a legal character, what's the big deal if he has Dodge instead of Power Attack? The only way this could be to his advantage was if he gave the DM a sheet with something like Iron Will to boost saves that the DM might roll for him. I think the player should give honest information to the DM, but I'm confused about how you think he's trying to cheat and get ahead.

It could be that he's unhappy with his feat choices, and wanted different ones, but didn't think he'd get permission to switch them. I've sometimes erased feats after a few sessions if I realize I don't want them, and I haven't been using them, and I'd let any player who asked do that.
 

Personally, I don't care too much if a player wants to change some of their feats after reading some new source I allow (1 good reason not to allow new sources as the campaign runs :P).

If a player just started to be blatant about it (stuff like adding gob of stats) I don't know. I don't like confrontation too much. Probably ask them to stop, revert their char back and try to keep on rolling.

If it became a problem I'd prolly just stop playing with that group/person.
