So Chill Touch creates a chilly hand in the monsters space and then it touches them if they make the ranged spell attack. Does that negate any cover? We are discussing this last night during the game. The players claimed that the hand is in the space so it does not suffer from cover.

Thematically, yeah its a hand that touches you. Mechanically though, its a ranged spell attack and no different than a Firebolt. The difference is that instead of the Firebolt streaking from your hand, nothing streaks from your hand, but it materializes were you are aiming...which might be obstructed by cover. Afterall, its not creating the hand on you, its creating it near you and having it lunge out in proper horror movie fashion.
 

I figured that sure the hand is in the space, but its not a homing hand, you have to direct it from where you are at and you can't see part of the space its in so the cover bonus should apply.
