Absolutely.

I think chill touch is the only offensive multi-target Touch spell without special language.

BTW, this targeting rule seems to screw over the sane interpretation as well:

This doesn't explicitly preclude you from choosing targets after the spell is cast, but it can be taken to imply that targets must be chosen when the spell is cast.

I hate it when people point out these kind of 'problems' in the rules.
(because then I have to find a solution for myself where previously I saw no problem :p )

I did some google-ing, and found that this issue has actually been discussed before, a lot of times, and I couldn't find a single discussion that had a definite answer.

The confusing part of the Chill touch spell is the duration, which is Instantanious.

The only way I can find to interpret the spell so that it 'fits' with the other rules is that the spell lasts until all uses are used, or you perform an action (like casting a spell) that dissipates the spell, and the duration is a description of the effect after touching (like it is with single target touch spells)

From the 3.0 FAQ (if desired):
"Most touch-range spells have instantaneous durations. So
how do they work? Is the action that you use to cast the
spell the same action that you use to touch someone? The
chill touch spell is particularly hard to use. If it has an
instantaneous duration, there is no way the caster could get
multiple attacks; however, it is obvious that you are
supposed to get more than one touch with it because of the
number of targets.

In the case of touch-range spells, the duration refers to how
long the magic lasts once you touch the target, though there are
one or two oddballs, such as shocking grasp, that are described
in a slightly different way. When you cast a spell with touch
range, you can try to touch a recipient on the same round you
cast the spell (see Touch Spells in Combat on page 125 of the
Player’s Handbook).
If you do not touch a recipient on the round you cast the
spell, you hold the charge until you do touch a recipient or until
you cast another spell; see Touch Spells and Holding the
Charge on page 151 of the Player’s Handbook. In the case of
the chill touch spell, the spell remains until you make your
allowed number of touches (you lose one charge each time you
touch something) or until you cast another spell."
