The item creation section should be seen as guidelines rather than rules. If you follow them in detail, there are a lot of ways to abuse the system and create magic items that are far too powerful for their cost.

In the end, you must adjust proces for magic items to consider how useful they will be in your game. Once you've designed the item and computed its price using the item designing tools in the DMG, compare it to other items in the DMG or other source books.

Pretend you are a PC in the game that has just found this item. Then pretend you've entered a giant market where magic items can be traded. What items would you want in exchange for your new item? Would you rather have a +6 enhancement bonus to your prime stat, or a +10 competence bonus to spellcraft?

This type of comparison will help you find a rough price for the item that is appropriate, and will avoid troubles like the 3.0 Boots of Striding and Springing.
