I'm thinking it might work for me to assume staff aren't necessarily on-site positions. So some of the staff for your luxurious estate are your private wine purchasers that travel around and send the best stuff back in your private caravans, etc.

I agree that the number of staff granted at each quality level feels a bit off, but luckily I think simply multiplying the square footage by a factor of 2 largely fixes the feeling of being overcrowded.

Ah, I see. So the rules assume that half the staff of any stronghold is considered off-duty and, presumably, off-site or in their personal chambers at any given time?

This would make sense, as soldiers are likely to be patrolling while on duty (or stationed at specific points), and staff members on duty would be localized in a particular area (say, the kitchen or the forge), while the rest are asleep in their quarters.

Ok, this seems trivial but helps a lot with the visualization. Also assuming there's an outside area (in addition to the built area) with gardens, animal pens etc helps as well.

I'm not familiar with the chain, would you classify it as a "Luxury" venue?

It's the type of place that people don't set out going to, you just end up there at one in the morning because everything else is closed.
